Metal and Copper Cargo Theft: Why Freight Metals Became a Top Target

Metal loads look unglamorous next to electronics or pharmaceuticals — and that is exactly what makes them one of the fastest-growing prizes in freight crime.

When people picture cargo theft, they tend to imagine trailers full of televisions or designer goods. But some of the sharpest growth in freight crime is happening around a far more ordinary-looking commodity: raw and semi-finished metal. According to Verisk CargoNet's 2025 year-end cargo theft analysis (released January 22, 2026), metal theft rose roughly 77% year over year, driven largely by demand for copper. A load of copper, aluminum, or steel does not look like a jackpot — and that is precisely why it is one. Understanding why metals are uniquely exposed is the first step to protecting them.

Why metals are such an attractive target

Metals combine several qualities that thieves prize and that make recovery hard. Copper in particular tracks a persistent global price, so its resale value stays high and stable regardless of fashion or season. Unlike a serialized electronic device, a coil of wire or a bundle of pipe carries no unique identifier once it leaves the yard — it is fungible, meltable, and effectively untraceable the moment it is broken down. It is also easy to launder into the legitimate scrap and recycling stream, where a truckload of "material" attracts little scrutiny. High value, no serial number, and a ready fence: for organized theft, that is close to an ideal combination.

How metal loads get taken

Metal freight is exposed across the same attack surfaces as other high-value cargo, but its economics change the calculus. Straight theft of an unattended trailer at a truck stop or drop yard is common, because metal does not need refrigeration or careful handling and can sit until it is moved. Strategic and identity-based schemes — fictitious pickups and double-brokering, where a load is handed to an impostor carrier through convincing paperwork — work just as well on a steel shipment as on electronics, and the low glamour of the freight can mean lighter vigilance. And because metal is heavy and bulky, thieves often target the whole trailer rather than pilfering a portion, making a single successful hit costly.

Where the risk concentrates

Metal theft tends to follow industrial geography: regions dense with manufacturing, construction, rail transfer, and scrap infrastructure. That overlaps with the broader 2025 pattern Verisk CargoNet documented, in which theft grew fastest not only in traditional hotspots but in inland logistics corridors and states with heavy freight consolidation. For a shipper moving building materials, electrical supply, or industrial metals, the practical takeaway is that route matters as much as commodity — a copper load through a high-density transfer region carries compounded risk.

Why a location dot is not enough

The instinct is to solve metal theft with a tracker, and location does matter — but a dot on a map answers only one question: where is the trailer right now? It does not tell you whether the load is in danger. A trailer parked overnight at a legitimate yard and a trailer parked at an unscheduled lot look identical on a location screen; a load handed to the correct carrier and one handed to an impostor both simply "depart." The events that precede a metal theft — an unplanned stop, an off-corridor diversion, a door opening where none should, a pickup that does not match the booking — are behavioral, not positional. Reading them requires understanding, not just tracking.

Protecting metal freight with behavioral intelligence

A layered defense is what actually holds. Verified, documented pickups defeat the impersonation schemes that paperwork alone cannot stop. Hardened parking and route planning reduce exposure during the at-rest hours when most freight is taken. And continuous behavioral monitoring ties it together by learning what normal looks like for a specific load — its expected route, dwell times, and handling — then grading deviations on a five-level status (Safe, Caution, Alert, Danger, SOS) so a dispatcher sees the difference between a routine rest stop and a developing loss while there is still time to act. For a commodity that vanishes the instant it is broken down, catching the event in the moment is the whole game.

The takeaway

Metal theft grew fast in 2025 for unglamorous, structural reasons: metals are valuable, anonymous, and easy to resell, and copper's price keeps the incentive alive. You cannot make a steel coil less desirable, but you can make it harder to take quietly — by verifying who receives it, planning where it rests, and monitoring how it behaves on the road. The trailer that looks boring on the manifest deserves the same behavioral attention as the one full of electronics, because to an organized thief, it is anything but boring.
