The fastest-growing cargo theft isn't a break-in — it's a handoff to the wrong truck. Here's how fictitious pickups work, and how to stop losing loads to paperwork.

The most damaging cargo theft of 2025 often involved no broken locks and no forced entry at all. A driver arrives at a shipper with legitimate-looking paperwork, is handed a full trailer, and drives away — and only later does anyone realize that driver never worked for the carrier on the load. This is the fictitious pickup, and along with related "strategic" theft it helped push estimated cargo theft losses to nearly $725 million in 2025, up roughly 60% year over year, according to Verisk CargoNet's 2025 year-end analysis (released January 22, 2026).
Strategic theft is a paperwork crime before it's a physical one. The typical pattern combines a few moves: criminals obtain or spoof a legitimate carrier's identity, respond to a load posting as that carrier, and present convincing documentation at pickup. Sometimes the load is double-brokered through layers of intermediaries so no one party sees the whole picture. By the time the real carrier is contacted, the trailer is gone and the trail is cold.
A GPS dot answers "where is my shipment?" It does not answer "is the right person holding it?" In a fictitious pickup, the load moves exactly as a normal load would — down a road, toward a destination — until it quietly diverts. A tracker faithfully reporting position gives a false sense of safety, because nothing about the location stream looks wrong until it's too late. The signal that matters isn't the position; it's the deviation from expected behavior.
